"It's ridiculous to think that we can police Richmond well enough to make sure she follows our rules, and now that she has that building back it's only a matter of time before she tries something else. It's not like everything that was going on in there before was entirely legal according to the Night Council."

Eames knows that better than him, but he's heard of what was in there. He has very little faith in Samantha's will to obey anyone and all the faith in her to keep at her agenda.
